A complete application for Draft Plan of Subdivision has been made by Primont (Thorold/Welland) Inc. for the lands Lot 228 and Part of Lot 174, Geographic Township of Thorold, Plan 59R17681, Parts 2, 3, 4, and 6, municipally known as 436 Quaker Road, Welland. The subject lands are designated Designated Greenfield Area in the Regional Official Plan, as Low Density Residential and Medium Density Residential in the City of Welland Official Plan, and zoned Agricultural – A1 by By-law 2017-117.

A complete application for Official Plan Amendment has been made by Primont (Thorold/Welland) Inc. for the lands Lot 228 and Part of Lot 174, Geographic Township of Thorold, Plan 59R17681, Parts 2, 3, 4, and 6, municipally known as 436 Quaker Road, Welland. The purpose of the Official Plan Amendment is to redesignate the subject lands from Low Density Residential and Medium Density Residential to be Special Policy Low Density Residential and Special Policy Medium Density Residential. The intention of the application is to permit an increase in the allowable units per hectare of land to be 45 units per hectare in the special policy low density residential designation and 400 units per hectare and allow a maximum building height of 12 storeys in the special policy medium density residential designation.

A complete application for Zoning By-law Amendment has been made by Primont (Thorold/Welland) Inc. for the lands Lot 228 and Part of Lot 174, Geographic Township of Thorold, Plan 59R17681, Parts 2, 3, 4, and 6, municipally known as 436 Quaker Road, Welland. The purpose of the Zoning By-law Amendment is to rezone the subject lands from Agricultural – A1 to be Site-Specific Residential Low Density 2, Site-Specific Residential Medium Density, Environmental Protection Zone, and Environmental Conservation Zone. The site-specific provisions are being requested to add permitted uses to the zones and provide development specific provisions for the permitted uses. The environmental zones are sought to ensure the existing natural heritage features are protected appropriately.

The purpose of these applications is to facilitate the development of 30 hectares of land for a Residential Subdivision for the purpose of creating a residential neighbourhood comprised of new roadways and walkways, 151 single-detached dwellings, 130 townhouses, and a mid-rise apartment building for an anticipated site total of 700 dwelling units. The plan includes a park in the centre of the site, a natural green space area for stormwater management and environmental purposes.

A Virtual/In-Person Public Information Meeting, to be held by City Staff, has been scheduled for 6:00 p.m., November 20, 2024, at the Civic Square, Council Chambers, 60 East Main Street, Welland. A Statutory Public Hearing in accordance with the requirements of the Planning Act will be held by Council at 6:00 p.m., December 10, 2024, at the Civic Square, Council Chambers, 60 East Main Street, Welland. Please ensure to identify the file number(s) in the email request for participation in the Statutory Public Meeting. The public is invited to these meetings to make oral or written submissions. All written submissions received by 12:00 p.m. on November 27, 2024, will be presented to City Council as part of the staff report on this matter.

Only a specified person, as defined in the Planning Act, or public body that has made an oral or written submission to the City of Welland Council before the approval authority gives or refuses to give approval to the draft plan of subdivision, official plan amendment or zoning by-law amendment may appeal this decision.
