A Complete Application for Official Plan Amendment has been made by Upper Canada Consultants on behalf of BSF Communities Inc. to redesignate lands legally described as Part of Township Lot 174, Township of Thorold Part 1, 59R17466; City of Welland, municipally known as 450 Rice Road from the existing Low Density Greenfield Residential, Medium Density Residential, Mixed Use, and Environmental Conservation Area to Medium Density Residential and Environmental Conservation Area in the City of Welland Official Plan. The purpose of the Amendment is to permit a residential townhome development comprised of 139 townhome units. Each unit anticipates a private driveway and private attached garage, and 54 visitor parking spaces. The development will be accessed via a private road that connects to Rice Road.

A Complete Application for Zoning By-law Amendment has been made by Upper Canada Consultants on behalf of BSF Communities Inc. to rezone lands legally described as Part of Township Lot 174, Township of Thorold Part 1, 59R17466; City of Welland, municipally known as 450 Rice Road from the existing Agriculture to Site-Specific Medium Density and Environmental Conservation Overlay in Comprehensive Zoning By-law 2017-117, as amended. The purpose of the Amendment is to permit a residential townhome development comprised of 139 townhome units. Each unit anticipates a private driveway and private attached garage, and 54 visitor parking spaces. The development will be accessed via a private road that connects to Rice Road.

A Complete Application for Draft Plan of Vacant Land Condominium has been made by Upper Canada Consultants on behalf of BSF Communities Inc. for lands legally described as Part of Township Lot 174, Township of Thorold Part 1, 59R17466; City of Welland, municipally known as 450 Rice Road. The purpose of the Draft Plan of Vacant Land Condominium is to facilitate a residential townhome development comprised of 139 townhome units. Each unit anticipates a private driveway and private attached garage, and 54 visitor parking spaces. The development will be accessed via a private road that connects to Rice Road.
A Virtual/In-Person Public Information Meeting, to be held by City Staff, has been scheduled for 6:00 p.m., on December 12, 2024, at the Civic Square, Community Room, 60 East Main Street, Welland. If you would like to participate virtually in the Public Information Meeting, please contact Caitlin Kovacs at caitlin.kovacs@welland.ca no later than 12:00 P.M. on December 12, 2024, to be provided with a link to participate.
A Statutory Public Hearing in accordance with the requirements of the Planning Act will be held by Council at 6:00 p.m., January 14, 2025, at the Civic Square, Council Chambers, 60 East Main Street, Welland. To participate virtually, please contact the City Clerk, Tara Stephens at clerk@welland.ca no later than 12:00 p.m. on January 10, 2025, to be provided with a link to participate. Please ensure to identify the file number(s) in the email request for participation in the Statutory Public Meeting. The public is invited to these meetings to make oral or written submissions. All written submissions received by 12:00 p.m. on January 3, 2025, will be presented to City Council as part of the staff report on this matter.
