Notice of Proposed Draft Plan of Subdivision

A Complete Application has been made by Upper Canada Consultants on behalf of Habitat for Humanity Niagara for Draft Plan of Subdivision for lands legally described as Part of Block U, Plan 564 and Part Road Allowance Between Lots 24 and 25, Concession 6 Crowland (Closed by BB81033), Part 2, Plan 59R-17688; Welland, municipally known as 54 Plymouth Road. The subject lands are designated Urban Area (Built-Up) in the Regional Official Plan, as Institutional in the City of Welland Official Plan, and zoned Community Institutional – INS1 by Zoning By-law 2017-117, as amended.
The application proposes the development of 0.17 hectares of land for a plan of subdivision for the purpose of creating six (6) lots for townhouse dwellings and one (1) lot for future residential development. A reduced plan of the proposed Draft Plan of Subdivision has been provided for your information. Studies and reports that have been submitted in conjunction with these applications are attached.
The public is invited to make written submissions to the City of Welland Planning Division regarding this proposal prior to the decision.
If a person or public body would otherwise have the ability to appeal the decision of the City of Welland but does not make oral submissions at a public meeting, if one is held, or make written submissions to the City of Welland in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the City of Welland in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
