Road Occupancy

Any person organizing a social event or undertaking work within the City of Welland right-of-way must obtain a Road occupancy permit and apply to the traffic and parking division.

  • street parties
  • road closures
  • placement of material within the right-of-way (signs, banners, construction material, etc.)
  • use of roadway for oversized heavy loads
  • widening of driveways, new driveways, or landscaping within the right-of-way
  • site servicing within the right-of-way

Any use of City roads, streets, and sidewalks for parade routes, walkathons, competitive races, and other social, recreational, community, commercial, or athletic activities also requires a road occupancy permit.

A permit from the Region of Niagara may also be required depending on the roadway utilized.

  • $175 (including HST) City fee for the permit
  • a certificate of insurance including the City of Welland as additionally insured:
    • $1M for processions using sidewalks only
    • $2M for major parades, dances, street festivities, athletic races, marches, walkathons, filming, and sidewalk sales
    • $5M for construction or placement of materials upon a highway
  • damage deposit where applicable

The permit holder is responsible for any costs associated with temporary road/lane closures. Applicants must call public works at 905-735-1700 x3000 to notify staff 24 hours before starting work within the right-of-way. The City of Welland holds the right to revoke any permit. All construction within the right-of-way must comply with municipal standards.

Site Servicing Road Occupancy

Any person seeking to construct underground site servicing works within the City of Welland’s right-of-way must obtain a Site servicing road occupancy permit and apply to the engineering division.

  • Installation/replacement/decommissioning a water, sanitary, or storm service to private property.
  • Extension of municipal mainline sewer and/or watermain, including all required appurtenances.

A permit from the Region of Niagara may also be required depending on the roadway utilized.

When working within the City's right-of-way, a road occupancy permit may also be required through the traffic department.

  • a certificate of insurance including the City of Welland as additionally insured:
    • $5M for general commercial liability
    • $2M for automobile coverage
  • detailed drawing illustrating the location of the work
  • WSIB clearance certificate
  • OPSS Form 180
  • applicable fee as per the
    Fees and Charges Bylaw
  • security deposit
  • traffic control plan

Applicants must call the City’s construction supervisor at 905-735-1700 x2180 a minimum of 72 hours before the start of construction to ensure a construction inspector will be available to review the works. The City of Welland holds the right to revoke any permit. All construction within the right-of-way must comply with municipal standards.
