Below, you will find a list of the most frequently requested by-laws. They are listed alphabetically within the departments that manage the by-law. By-laws contained in this section are for reference purposes only. Every effort is made to ensure the accuracy of this information; however, it is not to be used in place of actual by-laws. Actual by-laws can be obtained from the city clerk’s office.

In May 2024, Welland City Council adopted the Municipal Policy Governance Framework GOV-002-0003 to modernize and clarify the City's approach to policy development and management. This framework replaces the City’s 1994 policy manual and reflects updated legislative requirements, current best practices, and Council’s strategic direction.

The Framework distinguishes between:
  • Council (Governance) Policies, which set direction on matters involving public interest, strategic priorities, and long-term planning; and
  • Administrative (Operational) Policies, which support internal operations and guide staff in the consistent and effective implementation of Council’s direction.

This updated structure enhances transparency, ensures clear lines of accountability, and better supports our operational needs. Policies are reviewed regularly to ensure alignment with municipal goals and ongoing service delivery expectations.

The City maintains complainant confidentiality, except where disclosure is necessary for a court of law or when subject to the provisions of the Freedom of Information and Protection of Privacy Act. Should the complaint proceed to court, you may be required to give evidence as a witness.
