Parking Tickets and Administrative Penalty Notice

For your convenience, the City of Welland accepts online ticket payments using Visa or MasterCard through our online service provider, Paymentus.


Parking Tickets

Information on parking tickets can be found below.

You have 15 days to pay the fine once a parking ticket is issued and can do so:

  • Online: The City of Welland accepts online parking ticket payments using Visa or MasterCard through our online service provider, Paymentus. Tickets are available for online payment two business days after the date of issue.
  • In-person: Monday to Friday, 8:30 a.m. to 4:30 p.m., holidays excepted.
    You can make payment at the finance department, and only cash, cheque, debit card, or money order are accepted. During or after business hours, you can deposit payments in the City Hall drop box, located at the first set of doors closest to Cross Street.
  • Payment by mail: Enclose payment with cheque or money order, do not mail cash, and allow enough time for delivery. When sending your payment, you assume the consequences if it is not received by the due date.

When writing the parking ticket number on your cheque or money order, please make it payable to the City of Welland.

Dishonoured cheques will be subject to a $30 administrative charge.

Notice to Ontario motorists: Failure to pay the fine imposed results in an order that your Ontario vehicle permit not be renewed, and no new permit will be issued until all administrative penalties are paid.

Using the Paymentus payment service

Please have the following items available before starting your transaction:
  • ticket number
  • vehicle licence plate number
  • Visa or MasterCard information, including your three-digit security code
Important information
  • Paymentus, the City’s online ticket payment provider, charges a convenience fee per ticket.
  • Tickets are available for online payment two business days after the date of issue.
  • Please disable any pop-up blockers, as the payment screen opens in a new window.
  • Overdue payments cannot be processed online.
  • Each ticket must be entered separately.
  • Payments made before 8 p.m. will be processed the next business day.
  • To avoid conviction and additional fees, payment must be made at least two business days before the due date.
  • If you have received a subsequent notice, payment must be made at least two business days before the due date.

If you wish to challenge a parking ticket under the administrative monetary penalty (AMP) system, you must take these steps:

  • The vehicle's registered owner must complete the
    Screening request form
    and submit it within 15 days of the ticket being issued. City staff will contact only the registered owner regarding the screening appointment, and staff will verify ownership with the Ministry of Transportation. You can submit completed applications by fax, mail, in-person, or email.
  • If the 15 days expire with no application for a screening appointment, and if there are satisfactory reasons to grant an extension, you must submit this request to the screening officer within 45 days of ticket issuance. If no screening request is made and payment has not been received by the 46th day, staff will send a request for plate denial to the Ministry of Transportation.
  • A screening process must occur before a hearing can be requested and should be within 30 days of the request.
  • At the appointment, the screening officer may affirm the administrative penalty or choose to cancel, vary, or extend the time for payment. If a resolution cannot be reached, the person can apply to have the matter heard by an independent hearing officer.
  • The hearing process should occur within one to two months, depending on the hearing officer’s availability. The hearing officer can cancel, reduce, or confirm the fine amount. The hearing officer's decision will be final and binding, with no appeal mechanism or option to take the matter to court.
  • No fee is charged to obtain a review before a screening officer or hearing officer; however, a fee for non-appearance and a Ministry of Transportation search fee will be applied to the penalty.

If a parking ticket goes unpaid, a notice is sent to the vehicle's registered owner after 15 days to inform them of the ticket. A late payment fee and a fee to access vehicle information through the Ministry of Transportation are added to the ticket fine. If the registered owner fails to respond to that notice, all fees in default recorded against the licence plate are sent to the Ministry of Transportation for collection. The vehicle will be denied renewal of the permit sticker until all fees are paid. In addition, the Ministry of Transportation will add an administrative fee to each outstanding ticket reported to the vehicle’s plate number.

The following additional fees will be charged under the AMP system:

  • $50 for hearing non-appearance
  • $25 for screening non-appearance
  • $20 for late payment
  • $10 for the Ministry of Transportation search
  • $30 for insufficient funds

You can request a review of the screening decision by a hearing officer by filing a Request to review of hearings officer form with the City of Welland within 15 days from the screening decision date. For full details, please refer to AMPS – part VI – review by the hearing officer.

Unless it is cancelled or reduced through the review and appeal process, an administrative penalty constitutes a debt from the person(s) to the municipality. Therefore, failure to take action will result in additional administrative fees collected.
