A revised application for Official Plan Amendment has been made by NPG Solutions on behalf of The Development Squad for the lands legally described as PT TWP LOT 239, Thorold and municipally known as 418, 424, 430 Aqueduct Street and 650, 656, 664, 670, 678 Niagara Street, Welland. The purpose of the revised Official Plan Amendment is to redesignate the subject lands from High Density Residential to Special Policy High Density Residential and Core Natural Heritage in the City of Welland Official Plan. The intention of the application is to permit an increased height (16 storeys), density (230 units per hectare) and facilitate the inclusion of townhouses (stacked) in the High Density Residential designation. Additionally, the application seeks to create long-term environmental protection for a portion of the lands within the Core Natural Heritage designation.
2. ZBA 2024-01
A revised application has been made by NPG Solutions on behalf of The Development Squad for the lands legally described as PT TWP LOT 239, Thorold and municipally known as 418, 424, 430 Aqueduct Street and 650, 656, 664, 670, 678 Niagara Street, Welland. The purpose of the revised Zoning By-law Amendment is to rezone the subject lands from Single-Detached Dwelling – First Density – R1 to be Site-Specific Residential High Density. The purpose of the amendment is to permit multiple dwellings (stacked townhouses) and an increased maximum building height. The application is to facilitate the construction of three (3) apartment buildings ranging in height with commercial uses at grade, two (2) blocks of stacked townhouse dwellings and underground parking.
A Public Information Meeting, to be held by City Staff, has been scheduled for 6:00 p.m., December 18, 2024, at the Civic Square, Community Room, 60 East Main Street, Welland. If you would like to participate virtually in the Public Information Meeting, please contact Michael Greenlee at michael.greenlee@welland.ca no later than 12:00 p.m. on December 18, 2024, to be provided with a link to participate.
A Statutory Public Hearing in accordance with the requirements of the Planning Act will be held by Council at 7:00 p.m., January 28, 2025, at the Civic Square, Council Chambers, 60 East Main Street, Welland. To participate virtually, please contact the City Clerk, Tara Stephens at clerk@welland.ca later than 12:00 p.m. on January 24, 2025, to be provided with a link to participate. Please ensure to identify the file number(s) in the email request for participation in the Statutory Public Meeting. All Council meetings are livestreamed on the City’s Website at: www.welland.ca/Council/LiveStream.asp
The public is invited to these meetings to make oral or written submissions. All written submissions received by 12:00 p.m. on January 17, 2025, will be presented to City Council as part of the staff report on this matter.
