City on the Move Transportation Master Plan

The Study
The City of Welland has developed a Transportation Master Plan (TMP), City on the Move, to provide the City with long-term road network and active transportation strategies that supports both the existing needs and accommodate further projected population and employment growth by 2051.
The Master Plan identifies improvements to:
- Connect residential, commercial, and industrial areas.
- Enhance active transportation (cycling and pedestrian).
- Promote safe, environmentally responsible, and accessible transportation.
- Promote links to areas of growth, neighbouring municipalities, and key transport corridors.
- Update and create transportation policies to support community vision.
- Update transportation section and schedules within the City Official Plan.
- Create a capital plan to meet the City’s future transportation needs.
The study was completed in accordance with the requirements of Master Plan Approach #1 of the Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011 and 2015, 2023, and 2024), which is an approved process under the Environmental Assessment Act. This approach involved the preparation of a Master Plan document at the conclusion of Phases 1 and 2 of the Municipal Class EA process.
Public Review Period
By this notice, the TMP report is being placed online on the public record for a 30-day review period starting February 13, 2025, and ending March 16, 2025. The TMP is available at: https://www.engagewelland.ca/transportation-master-plan-study.
Comments will be accepted until March 16, 2025. All comments and concerns should be addressed to the project team members listed below:

Section 16 Order Requests
In addition, anyone with concerns related to any aspect of the study may submit any comments or concerns to the proponent and/or request a Section 16 Order within the 30-calendar day public review period following the Notice of Study Completion. Requests should include the requester contact information and full name for the Ministry of Environment, Conservation and Parks. Requests should specify what kind of order is being requested (additional conditions or an individual environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts on constitutionally protected Aboriginal and treaty rights, and can include any supporting information. Requests on other grounds will not be considered. This will ensure that the Ministry is able to efficiently begin reviewing the request. If a Section 16 Order request is made, the project proponent cannot proceed with the TMP until the Minister of Environment, Conservation and Parks makes a decision. If the Minister makes a Section 16 Order, the proponent may only proceed with the project if they follow the conditions in the order.
